Needs an update of RELEASE-NOTES in REL1_35

The REL1_35 releases never got the bump of WDQS_VERSION it seems, it's still pinned to 0.3.40 since last version.

I'm going to re run the checks on this today and if it looks good I'll merge it so that CI passes again (then I can merge dependabot things), and also I can use this as the basis for the next 1.35 release

Next CI issue looks like it might be actions/runner#2033
