The keyboard HID driver should work on all platforms, including windows. It is still not included in windows due to having the windows-specific winkey driver, which has the slight advantage of detecting if caps are toggled.
On GTK-based systems, the VirtualKey passed on key press events is not with the correct VirtualKey code, this will be changed in another PR.
