Release notes for ARM architecture

Based on #21201.

Change Zephyr kernel to Zephyr RTOS in Release Notes'
title for v2.2 release, stressing that we deliver an
RTOS instead of a kernel only. Consistent with Zephyr
2.0 release notes.

@jhedberg I just re-arranged the bullet-points a bit, after the added commits by @stephanosio .
As far as I am concerned this is OK to push in.
