Fix bug when filtering results array

Occasionally, vip-go-ci will unexpectedly exit with fatal error when the vipgoci_results_filter_comments_to_max() function is called due to undefined array key (code here):

Fatal error: Uncaught TypeError: strtolower(): Argument #1 ($string) must be of type string, null given in vip-go-ci/results.php:567

This problem is due to inconsistent usage of the type and level fields across different scanning types implemented in vip-go-ci. The problem may appear outside of the named function. The aim of this pull request is to make this usage consistent, and thus resolve the fatal error and possible similar fatal errors in other similar functions.
