feat(bb): wasmtime and remote benchmarking

• provides a script that runs threaded goblin_bench in WASM with 16 cores
• point to https://github.com/AztecProtocol/google-benchmark with changes for our custom WASI environment. This included removing CMake's thread library heuristics (which were unneeded, anyway) and adding checks for a wasm environment when measuring time. See Remove WASMTIME_ENV_HACK barretenberg#837 for followups.
• remove conditional BENCHMARKS in CMakeLists.txt. There's no reason to conditionally provide benchmark targets now that WASM can process the google benchmark cmake
• add some WASMTIME_ENV_HACK guards around fake SRS and a fixed core count.
• helpers for running benchmarks on remote nodes

All benchmarks are run on txs on the Benchmarking contract on the repository. Each tx consists of a batch call to create_note and increment_balance, which guarantees that each tx has a private call, a nested private call, a public call, and a nested public call, as well as an emitted private note, an unencrypted log, and public storage read and write.

This benchmark source data is available in JSON format on S3 here.

Values are compared against data from master at commit 6e1d958b and shown if the difference exceeds 1%.

I have removed the TESTING and BENCHMARK options in favour of simplifying the build pipeline, but I'm happy to revert it if desired
