OHL (web loading): Create a shortcut by dragging into a folder

Description (from inside mod)

This mod allows you to spend points without restrictions. It sets the amount of skillpoints necessary to unlock the next tiers to 0.
So you can spec into a capstone only if you want for example.

Special Thanks: This is a port for wonderlands of the original BL3 mod going by the same name created by CZ47. Stone_swan for adding Blightcaller section for me.
