Added optional terrain slope tilting for structures that aren't getting rotated towards the enemy, and haven't flattened the terrain anyway.

Integrates the Wonky Structures mod of Balthazar along with other improvements regarding how structures deal with terrain that is not flat. The result is significantly less deformations, while still visually attaching the structures to the terrain.

When a structure is build it no longer generates a flat plane but a gradient between terrain heights at the outer tips of the build skirt. The structure is then slightly rotated to match the orientation of the terrain. This applies to all structure. On top of that Extractors and Hydrocarbon plants can now always be built.
