feat(vertexai): Add ignore_read: true to featureNormType because API doesn't return it

Add ignore_read: true to featureNormType because API doesn't return it. I put a sample response from https://cloud.google.com/vertex-ai/docs/reference/rest/v1/projects.locations.indexes/get.
