As a Sole Voter
I want to be able to represent others (become a DRep)
So that I vote on their behalf and accumulate the voting power of others.

Given that I am registered as a Sole Voter
When I have gone through the process of registering to become a DRep, including uploading metadata
Then GovTool will create a transaction with a Registration Update Certificate

A Sole Voter can update their registration, submitting a metadata anchor in order to add themselves to the DRep Explorer.
