GA Submitter - Create metadata from UI input

User Story
As someone who wants to submit a governance action

I want to include information about what my governance action will achieve and why this is a good thing

So that people will vote in favour of it.

Acceptance Criteria
Given that I am on the page to input governance action information

When I write in the governance action information

Then the governance action metadata builder feature of GovTool will create the metadata

There is an interface with (at a minimum) the fields required in order for the user to write in what is needed to explain their governance action (as explained by CIP-108).
