refactor!: unify wrappers and output files for workflow automation

Monitoring

• renamed: bin/slurm-mon12.sh -> bin/run-monitoring.sh
• no longer just run sbatch; instead, prepare the job description script and let the user run sbatch, or alternatively, to run a single job locally
  • WARNING this may be a breaking change for any automated users
• move the usage printout to within the script

Detectors

• renamed: bin/detectors.sh -> bin/run-detectors.sh

QA-detectors

• renamed: bin/qa.sh -> bin/run-qa.sh

Additional changes

This PR got quite large, and for some time, it's head branch clean-slurm-mon12 was a separate development branch. The following PRs have been merged into the head branch:
