Since this is a java project, we have binary artifacts. They need to be deployed somewhere for build reproducibility. Maybe GitHub's file downloads?

Minor adjustments. #3.

* Corrected the git tag syntax.
* Renamed `release` to `full_release` because buildr still tries to
  do its release process afterwards (as should have been expected).
* Noted that changes to the CL are also necessary for ongoing
  development.

While GitHub's file upload API allows filenames with directories for both steps, you can't actually download a file with a slash in its name.
