I think we also want to reword the release note:
<package>fish-foreign-env</package> is now an alias for the |

The fish-foreign-env and the fishPlugins.foreign-env packages aren't compatible due to changes in directory layout. It's better to remove the alias so that the evaluation explicitly fails instead of allowing silent runtime breakage. You were right: it's better to fail explicitly since it's actually incompatible.
Motivation for this change
