This is great, having the integration test framework will make this more robust!

The GNU Make flow does not currently enable TLS support. Bazel is statically
linked to BoringSSL, so it doesn't have any external dependencies.

This fixes a race condition between the application under test exiting (with
exit code 0) and the Python subprocess running it exiting with exit code -SIG.
