We are attempting to delete the problematic placeholder translations that prompted the original revert (alphagov/publishing-api#2445). Following that, we should be good to switch the rendering again.

Reverts #7885

The worldwide organisation pages are now rendered by government-frontend
(#7937).

This removes the public controller, and any related code.

This removes the public controller, and any related code.

I've reworked any feature specs where sensible. They aren't quite as useful as
they were previously, but I think they are worth keeping.
