The worldwide organisation pages are now rendered by government-frontend (#7937). This removes the public controller, and any related code.

The worldwide organisation pages are now rendered by government-frontend (#7937). This removes the public controller, and any related code. I've reworked any feature specs where sensible. They aren't quite as useful as they were previously, but I think they are worth keeping.

We are attempting to delete the problematic placeholder translations that prompted the original revert (alphagov/publishing-api#2445). Following that, we should be good to switch the rendering again.
