Bump oldest numpy

Trying to get numpy to install

Add MacOS 3.10 test

Update numpy pin here as well

Bump oldest supported scipy

Updated versions in contributing.rst

I hope this is uncontroversial, we're about a year past the support window suggested by https://scientific-python.org/specs/spec-0000/ for 3.9.
