Remove Autoware.auto's packages dependency

Description

There are some packages from autoware.auto's common packages like

• https://github.com/autowarefoundation/autoware.universe/tree/main/common/motion_testing
• https://github.com/autowarefoundation/autoware.universe/tree/main/common/motion_common
• https://github.com/autowarefoundation/autoware.universe/tree/main/common/autoware_auto_common

And some packages depend on them like

• trajectory_follower/trajectory_follower_nodes
• simple_planning_simulator
• osqp_interface
• ...

Purpose

To remove autoware.auto's unique implementation from autoware.universe's packages.
