epoching: smaller epoch interval in simulation #80

The bug in #74 (which is fixed in #79) does not show up during every simulation test, as the randomised epoch is bewteen (0, 250] while the parameters in Makefile only require the simulator to simulate up to 50 blocks. This PR makes the randomised epoch to be in (0, 10] such that each simulation test will go over some (>=5) epochs, making the simulator easier to find bugs in the epoching module.

For seeing the tests I was under the impression that it goes up to 500 blocks. If it's only 50 then definitely it's a good idea to have more epochs, good spot!

The PR might need a rebase.
