Temporary fix for broken balena-cli version

Fix the version of balena-cli to v11.31.17

Version 11.31.18 seems to have introduced a bug with balena deploy commands: https://forums.balena.io/t/balena-deploy-does-not-work-suddenly/100741/11

This change will be reverted once the current version works again.

Initial action release

Modified from original to support any balena-cli command.
