It was quite out of date and we don't need to commit to specific versions so much.

It is an issue and not a pull request. This is my bad for assuming that all listed numbers are pull requests. I should really do some checking to see if that is the case. Fortunately GitHub handles redirects between them but it is a shame to have the wrong reference.

The README changes are general up keep for some older content that we had and subjective tweaks.
