Describe the Policy Change

Updates our time tracking policy page to accurately reflect current practice.

Reasoning and Concerns

As of last quarter's seasonal planning session, we no longer track types of activity as Tasks in Harvest. Instead, we now track projects decided on in quarterly planning (e.g., "integrate new quarter of FERC data", rather than "Project/Meeting"). See the proposed change in the PUDL Huddle notes. This PR brings our policies in line with our new practice.
