What does this PR do?
It fixes the Ubuntu version used to run the CI.
Why is it important?
Right now, we have 4 Ubuntu versions for our workers (14.04, 16.04, 18.04, and 20.04) all use the label ubuntu, so we are selecting any of them, this can cause different behaviors on builds and tests, so ensure homogeneity we've fixed the version to 18.04
