Because it gets copied to new locations when we use the app-template to make a test scenario, and those locations won't always have a valid volta config above them.
I'm limiting our newest ember-data version tested to 4.4.1 because emberjs/data#8101 breaks our tests.

This should normalize all node/yarn versions across packages as well as work around emberjs/data#8088
