This updates our Code of Conduct to use a dedicated email address for reports, with an account that is monitored by the Project Leads. See this CoC guide for some guidelines but in general it is important to have a CoC reporting address that clearly states who monitors the email, and that is monitored by a group explicitly tasked with handling CoC reports. Because we do not have a team like this, we'll start off by using the project Principle Investigators.
