Update README Based on Roadmap. Remove Stale Information (#151)

* Replace and remove stale README information based on the lastest roadmap conversations.

* Fix incorrect relative URLs in the README

* Use absolute URLs to Chapter issues and Github repo since Markdown does not convert them using relative URLs

* Use more future-proof Docker install link, per ScottBrenner
