修改默认的评论组件资源地址，目前使用的 jsDelivr 在部分地区已经无法正常访问

在 #1619 中遗漏了默认的评论组件资源地址。

目前需要修改的位置：

• halo/src/main/resources/templates/common/macro/global_macro.ftl

  Lines 64 to 65 in bec10e9

  	<script src="//cdn.jsdelivr.net/npm/[email protected]/dist/vue.min.js"></script>
  	<script src="${options.comment_internal_plugin_js!'//cdn.jsdelivr.net/gh/halo-dev/halo-comment@latest/dist/halo-comment.min.js'}"></script>

• halo/src/main/java/run/halo/app/model/properties/CommentProperties.java

  Lines 50 to 51 in 8f35382

  	INTERNAL_PLUGIN_JS("comment_internal_plugin_js", String.class,
  	"//cdn.jsdelivr.net/npm/halo-comment@latest/dist/halo-comment.min.js"),

在 2.0 实现评论插件之前，可以暂时使用 unpkg 代替。
