Add supported values of APISERVER, CONTROLLER_MANAGER, and SCHEDULER to monitoring_config

Add supported values of APISERVER, CONTROLLER_MANAGER, and SCHEDULER to monitoring_config. These values are supported after the GA of GKE control plane metrics [1].
