… into ikvm.refs.props. Unifies package versions, and native stuff. Add win7-arm support: tools can build that way, images have win7-arm versions, etc. My guess is the increased file count is going to blow over CI/CD space again. =( fixes: 198

Basic generation of Windows ARM binaries, packages, etc. Unsure where we are on stability.
