Update sqlite3 to v4.0.1

I don't know why, but [email protected] can't be installed on my Windows PC.

After updating to [email protected], it worked.

[email protected] comes with sqlite version 3.24 (2018-06-04) instead of 3.15 (2016-10-14). That would be a welcome upgrade for us who use the bundled version.
