Which issue is resolved by this Pull Request:
Resolves #1182

Description of your changes:
Use configmap with a different name rather than configmapGenerator, and patch jupyter-web-app deployment to render the configmap.

Checklist:

  • Unit tests have been rebuilt:
    1. cd manifests/tests
    2. make generate-changed-only
    3. make test
