chore: removal of RelayV1 support

AFAIK the only reason why we created this project was to allow people to keep running RelayV1 after it was removed from Kubo, allowing them to transition their projects at their own pace.

It has been years, and is time to officially kill RelayV1.

This PR makes one final release of this project, ipdates go-libp2p and transports to modern ones + adds deprecation docs about the project and RelayV1.

Once it ships, I plan to archive this repository and sunset the project.

• latest go-libp2p with modern transports
• refuse to run if user has RelayV2.Enabled=false to run legacy RelayV1 (drop support for circuit v1 go-libp2p#2075)
  • starting with config that has RelayV2.Enabled=false will error with panic: RelayV2.Enabled=false is no longer supported. V2 is the only supported version now (https://github.com/libp2p/go-libp2p/issues/2075)
    • this adds clear messaging that V1 is no more, refusing to run for users who are still using this project to provide RelayV1. The goal here is to inform them they use deprecated protocol that is no longer supported by the swarm.
• We no longer need to do filtering of private addrs because afaik it is done by go-libp2p stack itself now.
• add deprecation notice to README
• release as v0.5.0

This PR is modifying both version.json and non-markdown files.
