Uses a SimpleHttpClient instance equipped with the federation_ip_range_blacklist list for requests to identity servers provided by user input. Does not use a blacklist when contacting identity servers specified by account_threepid_delegates. The homeserver trusts the latter and we don't want to prevent homeserver admins from specifying delegates that are on internal IP addresses.

Fixes #5935

Requires #6043

CI won't pass til #6043 is merged.

This is in the "review" column, but no review is requested, and I'm not convinced it's ready for review. It has conflicts and seems to contain unrelated changes. Is it still required, and if so, can it be cleaned up>

lgtm, though it might be good to note that the blacklist also affects id servers in the sample config?

Slightly annoying is that this will prevent requests to a trusted account_threepid_delegate that may be running on an internal IP (that you may be using to handle MSISDNs).

I can put a warning in the accounts_threepid_delegate section. It's just a bit annoying that I can't distinguish an id_server provided by a user and an account_threepid_delegate specified in the config for identity server requests.

It was actually quite easy to check which calls were going to an actual identity server and which were going to delegates. I needed to rebase my changes on the latest MSC2290 stuff though, so that's now required before this can land.

otherwise this looks plausible, but very fragile. It's very hard to tell which methods will use the blacklist, and which do not; in consequence it's going to be very easy to end up passing a user-specified id_server to a method which doesn't use the blacklist and causing a security hole.

Normally I'd ask for this to be refactored, but I think we just need to get this shipped.
