This is the final step for supporting multiple OIDC providers concurrently.

First of all, we reorganise the config so that you can specify a list of OIDC providers, instead of a single one. Before:

oidc_config:
   enabled: true
   issuer: "https://oidc_provider"
   # etc

After:

oidc_providers:
 - idp_id: prov1
   issuer: "https://oidc_provider"

 - idp_id: prov2
   issuer: "https://another_oidc_provider"

The old format is still grandfathered in.

With that done, it's then simply a matter of having OidcHandler instantiate a new OidcProvider for each configured provider.

There are two commits here: one for the code, and one for the docs/sample config. Probably easier to review them separately

Can somebody tell me what is the difference between oidc_config and oidc_providers in the database? I think migrating from oidc_config to oidc_providers but matrix synapse believes I am making a new account. What database tables do I need to configure to migrate?

you don't need to change anything in the db. see https://github.com/matrix-org/synapse/blob/v1.28.0/docs/sample_config.yaml#L1847-L1851.
