Implement proposal from #19044

This ended up becoming more urgent to avoid needing excessive ts-ignores in stories. #19583 (comment)

Tasks

• make migrate-converged-pkg up to date
  • fix(tools): update migrate-converged-pkg with latest changes so its usable again #20386
  • fix(tools): don't add 3rd party packages with same scope as we use to… #20561
• implement solution configuration within migrate-converged-pkg | feat(tools): implement ts solution file config in migration generator #20478
• redo how we build packages | feat(scripts): use solution ts config when enabled within tsc just task #20515
• run generator on whole codebase / or gradually ( need to be determined if that's really needed ) | migration: migrate converged packages to TS Solution style config #20597

Optional Tasks:

• tools: add @ts-ignore removal from stories to migrate-converged-pkg #20560
• enable multiple package migration in one run via --name feat(tools): enable multiple package migration via --name option #20583
