[Chore] Error Form Hints

What general chore or task would you like to see performed?

The current design of the form hints does not match the UX approved design and needs to be updated to match expectation.

The status needs to be changed from 8px to 9px and use Horizon (#DB3939) for color.
The hint text needs to be italicized.

We have noticed that there are conflicting component examples on tangoe.design, the first being the one we have referenced in this ticket and is found under Standards > Forms on the left nav (https://tangoe.design/standards/forms/#form-hints).

The other is found under Components > Forms (https://tangoe.design/ui-kit/forms/select/#form-select-errors)
