Adds static diagnostic sftof

  this new static variable, sftof.

For the native tripolar grid, this is straightforward. Grid cells are either wet or not (1. vs 0.)

The fractional area field, sftof, is most important for the 1x1 degree regridded output. Isn't this reported by the post-processing/fregrid step?

sftot didn't exist so the post-processing shouldn't have anything to work with. If sftot was being generated from post-processing then someone wrote/added scripts without our knowledge. Assuming not, sftot should now be generated automatically by post-processing.
