Neither works via the command line via ./occ upgrade BTW...

GitMate.io thinks possibly related issues are #10410 (Nextcloud 14 Beta 2), #10495 (14 Beta 2), #10517 (Upgrade to Nextcloud 14 beta 2 fails), #8965 (update from 13 to 13.01 NextCloud not working anymore), and #8768 (oc_phonetrack_points crash Nextcloud after update).
