Enhancement

In a TiDB cluster, the management of statistics (stats) is crucial for the query optimizer. Currently, the statistics owner is usually elected and managed by PD (Placement Driver). However, in certain scenarios, we need the ability to control the statistics owner, allowing for more flexible management to auto analyze.
