What problem does this PR solve?

This PR finishes the State handling (State model.StateNone ... model.StateWriteReorganization ... model.StateNone) including rollback, schema handling and error handling.

inner transaction after the outer transaction started,
which then made a commit conflict in the outer transaction,
when it deleted the same row.
