Add section on release cadence to README. #99

This PR highlights the release process a little more explicitly.
At least two people were confused by the release cadence, so I added a section to explicitly call out (1) how releases are cut (2) how often they are cut. This information is more or less available elsewhere in the README, but calling it out makes it easier for people skimming and helps new employees come up to speed faster.
