Following #33 we should consider the template layout upgrade where information is grouped by actions and then qubits rather the opposite, e.g.:

Resonator punchout
  - Attenuation vs Frequency
    - Qubit 0
    - Qubit 1
  - MSR vs Frequency
    - Qubit 0
    - Qubit 1
