[Data] Remove remote call for initializing Datasource in read_datasource() #47467

Why are these changes needed?

Cleans up read_datasource() code path by removing the remote call to initialize Datasource / Reader used in the method.

To use Ray Data with Ray Client, the suggested method is to wrap the entire Ray Data code in a remote task.

## Why are these changes needed?
Seems that #47467 ended up
breaking some niche setup for this test, by changing the fixture from
`shutdown_only` to `ray_start_regular_shared` we are able to get the
test passing again.

## Why are these changes needed?
