(feat) Add envalid package

Issue

Working with environment variables can be dangerous because you don't know what data is there until it's often too late.

Solution

envalid adds normalization and validation to environment variables. We currently use this package in much of our work, and just adding it to the core project so we can use it moving forward.

None

Testing

There should be no effect, so just bringing up the project should be sufficient
