cherry-pick(release-v1.3.x): Test upgrade SBO with OLM

Changes

This PR:

• Updates the PR index image to have 2 bundles, the "latest master" from the quay.io/redhat-developer/servicebinding-operator:index image and the PR bundle image itself set to replace the "latest master" version.
• Includes a PR commit ID in the PR bundle version
• Depends on [rhd-sbo] Disable acceptance tests tagged @upgrade-with-olm by default openshift/release#33433
