refactor: refactor arrow conversion

What's changed and what's your intention?

Make it easier to maintain and understand.
And prepare for bump arrow-udf version.

(One specific reason is that arrow-udf and arrow-iceberg will both use arrow-52, and the old impl is not compatible)
