This PR:

  • updates the driver to build with the latest version of industrial_robot_client distributed for ROS Noetic
  • adds a CI job for ROS Noetic
  • updates the meta-package to include all packages currently in the repository

Thanks @marip8.

Noetic didn't get the bw-compatible release of ros-industrial/industrial_core#275, hence the breakage.
