These files are not modified on u/MartinPepin/dancing_links_docs_formatting at least.

By the way, what's the usual practice regarding merged branches? Can I remove the branch on trac or is there a policy to keep them?

`matrix_modn_dense_float.pyx` had single backticks in one of the
docstrings which was causing it to render as LaTeX text, while it was
intended to be monospace formatted. The missing backticks are added to
fix this.

Follow-up from #35056. Currently no
codecov reports are displayed because the doc deployment workflow is
failing and codecov by default only adds its checks if all other checks
are passing. We change this setting so that codecov checks are always
added, regardless of other failing tests.

The version constraint added in
sagemath#38549 broke the conda ci workflow
and added an unnecessarily strict version constraint for sphinx as a
dependency of sagelib (as opposed to sage-the-docs).

This is fixed by providing the old version constraint for sphinx in
`setup.cfg`, but with `v8` now allowed.

Alternatively, the stricter version constraint should only be added to
the sage-the-docs package.

As noted in
sagemath#36046 (comment),
`sage -t --valgrind` does not work because it instruments the wrong
process.

As part of the fix, we move the contents of `src/bin/sage-runtests` to
`src/bin/sage/doctest/__main__.py` so that the doctester can be invoked
as `sage -python -m sage.doctest`.

We also arrange for `sage -t --valgrind` to use the suppressions file
added in sagemath#36046.

The goal of this PR is twofold:

First, we fix the category of modular forms ring as per PR sagemath#37797 to
make the following code work:
```
sage: M = ModularFormsRing(1)
sage: M['z', 'w']
Multivariate Polynomial Ring in z, w over Ring of Modular Forms for
Modular Group SL(2,Z) over Rational Field
```

Second, we do a documentation and PEP8 cleanup of the class
`ModularFormsRing`.

This PR implements a new graph decomposition: slice decomposition.
Precise definition and a description of the algorithm can be found in
[TCHP2008 (section 3.2 & 3.3)](https://arxiv.org/pdf/0710.3901v3).

I implemented a new method (only for undirected graphs) called
`slice_decomposition`. It returns a new class `SliceDecompostion`, with
methods to retrieve the information about the computed slice
decomposition.
The code is in a new file:
`graph_decompositions/slice_decomposition.pyx`.

 The actual computation is done with a new function called
`extended_lex_BFS` which only works for undirected graphs. It is very
close to the previous `lex_BFS_fast_short_digraph` from
`traversals.pyx`, the difference being that the new function works with
the `CGraph` directly (no conversion needed to `short_digraph` anymore)
and it computes more information (lexicographic labels and length of
x-slices). The complexity of the two algorithms are the same.
 So I removed `lex_BFS_fast_short_digraph` from `traversals.pyx` and
used `extended_lex_BFS` instead for the "fast" version of the `lex_BFS`
method.

I took the opportunity to factorize the code between `lex_BFS` ("slow"
version), `lex_DFS`, `lex_UP` and `lex_DOWN`
in `traversals.pyx`: there is no more conversion to `short_digraph` and
they all call the same common function
(remark: i was not able to put the doc in common, so there is still some
repetition between the doc of these methods)

Me and @grhkm21 suggest this diff against develop that implements the
`EllipticCurve_with_prime_order(N)` constructor. Using the prime order
`N` in input, this method finds another prime `p` and constructs an
elliptic curve `E/Fp` with `#E(Fp) = N`.

It follows Algorithm 2.2 of the paper [Constructing Elliptic Curves of
prime order](https://arxiv.org/abs/0712.2022) by Bröker and Stevenhagen.
The running time is quite random depending on the input parameter but
can turn out to be fast for some larger values (≃ 256 bits primes). It's
also worth noticing that some values will make this function run for a
**very** long time.

There had been a [PR](sagemath#37119) by
@grhkm21 and @GiacomoPope that implements the
`EllipticCurve_with_order()` method. This PR would intuitively fit nice
into their work but I felt uncomfortable with it returning an iterator.
I felt like returning a single curve was more handy so I implemented
this method in a separate function that does so but I'm open to
suggestions if this is of any interest to the community.

Similarly to sagemath#38418, this PR adds a method to check whether a set of
edges forms an edge cut of the (di)graph, that is if the removal of
these edges increases the number of (weakly) connected components.

Fixes sagemath#37760

The css will push the tabs all the way to the right and alter the
vertical spacing so that they are more "in-line".  The vertical spacing
causes some issues as sometimes the text from the previous line will run
into the tabs. To fix this, the previous line now has a `max-width` of
`80%` so that they won't overlap.  This also makes it so that the
`EXAMPLES:` line is on the same line as tabs. (As far as I could tell,
there was no way to distinguish the `EXAMPLES:` text from other text).

A good page to see the changes is on:
`en/reference/rings_standard/sage/rings/integer_ring.html`
as it contains various different formats for sage/python examples.

`genbg` was limited to bipartite graphs with up to 32 vertices. Using
`genbgL`, we can go to 64 vertices.

The version constraint added in
sagemath#38549 broke the conda ci workflow
and added an unnecessarily strict version constraint for sphinx as a
dependency of sagelib (as opposed to sage-the-docs).

This is fixed by providing the old version constraint for sphinx in
`setup.cfg`, but with `v8` now allowed.

Alternatively, the stricter version constraint should only be added to
the sage-the-docs package.

Freetype fails to find freetype on macos (Mac mini M2 with only XCode
installed):

    src/checkdep_freetype2.c:8:10: fatal error: 'ft2build.h' file not

Sage skips installing zlib on macos because it is installed as part of
XCode. The freetype configuration uses freetype-config which ends up
using pkg-config to find zlib. In their infinite wisdom, Apple does not
ship the .pc file:

    vbraun@Mini-M2 local % ./bin/freetype-config
    Package zlib was not found in the pkg-config search path.
    Perhaps you should add the directory containing `zlib.pc'
    to the PKG_CONFIG_PATH environment variable

This pull request implements two new algorithms to compute the
characteristic polynomial of the Frobenius endomorphism of a Drinfeld
$\mathbb F_q[T]$-module over a finite field $K$. Previously, only the
algorithms based on crystalline cohomology (see [Musleh-Schost
2023](https://dl.acm.org/doi/10.1145/3597066.3597080)) or on Anderson
motives (see [Caruso-Leudière 2023](https://arxiv.org/abs/2307.02879))
were implemented. We propose two new algorithms:

- The algorithm based on central simple algebras described in Chapter 4
of [Caruso-Leudière 2023](https://arxiv.org/abs/2307.02879).

- The algorithm described by Gekeler in [Gekeler 1991](https://www.scien
cedirect.com/science/article/pii/002186939190211P).

**Acknowledgement.** This implementation was originally due to @xcaruso
(see [here](https://github.com/xcaruso/sage/blob/d2e36bd18b51c93806b7a3b
5c8261da7dc98c494/src/sage/rings/function_field/drinfeld_modules/finite_
drinfeld_module.py)), and after a private discussion, I took the liberty
of creating this PR.

I also propose to change the formula computed by `frobenius_norm`.
Before, it computed

$$(-1)^n \mathrm{N}_{K/\mathbb F_q}(\Delta) p^{n / \mathrm{deg}(p)},$$

where $K$ is the ground field, $n$ is the degree of $K$ over $\mathbb
F_q$, and $p$ is the monic generator of the $\mathbb
F_q[T]$-characteristic of $K$. The docstring claimed this was $(-1)^r$
times the constant coefficient of the characteristic polynomial of the
Frobenius endomorphism, $r$ being the rank of the Drinfeld module. I
believe this was a mistake, and instead changed the formula, following
Theorem 4.2.7 of [Papikian's
book](https://link.springer.com/book/10.1007/978-3-031-19707-9), to
$$(-1)^{nr - n - r} \mathrm{N}_{K/\mathbb F_q}(\Delta) p^{n /
\mathrm{deg}(p)}.$$

P.S. @DavidAyotte, given that you now work in the industry, please tell
us if you still want to be tagged on these Drinfeld module stuff. Same
question for you @ymusleh given that you defended your thesis
(congratulations!).

This PR is based on the closed PR sagemath#38427 (by myself) that was breaking
too much doctests.

This PR improve the `init_short_digraph` function that is used to
initialize `StaticSparseCGraph` (used for immutable `Graph` and
`DiGraph`).

Before, a boolean parameter `sort_neighbors` was used to specify if we
wanted to sort the neighbors or not. It implied an extra `log` in the
complexity (as `qsort` was called).
With this PR, the neighbors are always sorted at no extra cost. It is
done by appending to the neighbors list the vertices in the correct
order so the call to `qsort` is not needed anymore.

This PR partly reverts sagemath#38198 and mostly reverts sagemath#37662


Contrary to PR sagemath#38427, I did not include the patch that remove the
sorting of vertices when StaticSparseGraph are initialized because it
was breaking too many doctests. Instead I added a option to disabled
said sorting and use it in my doctests to check that the new code works.
