Proposed Changes

This is a clean-up and speed-up of epoch processing on the tree-states branch. It consolidates all of the iterations over the validators set into a single iteration.

This is the algorithm that I intend to prove correctness for, with @onomatic.

Additional Info

This integrates tree-states with the progressive_balances_cache and should resolve the slowdown caused by the naive merge that exists on tree-states presently.

There are currently a few more things to fix before merging:

  • Add build_all_caches/all_caches_built mixin methods on BeaconState to be used in the higher-level crates to ensure all caches are built.
  • Refactor the EpochProcessingSummary to work with the progressive balances and participation bits directly.
  • Add a slashings cache to restore block processing performance.
