Currently the tests fail (e.g. here) because there is not a Tensorflow pip install wheel for python 3.11.
It seems as though this should be controlled for by only testing python versions 3.8 and 3.9 but this clearly isn't working.
This PR changes the tests to be run solely using tox, which is something I have more experience with and would hopefully find easier to fix this kind of problem.
