Bumps rocket-chip to grab the currently WIP clustered-core API. This lets us build hierarchical subsystems, with core-clusters, local-core-complexes, and (ideally) cluster-local hierarchical private caches.

Requires merge of chipsalliance/rocket-chip#3490
